With When™ Medicare, When™ CHOICE, and When™ Contribution joining When™ Next, employers can now manage multiple critical coverage transition moments, from departure to retirement, with one partner, one platform, and a team of licensed, non-commissioned agents.

CHICAGO, November 3, 2026  — When™, the enterprise platform for guided health insurance decisions during critical coverage transitions, today unveiled its unified product suite: When Next, When Medicare, When Contribution and the newly launched When CHOICE. This robust portfolio solidifies When as the market leader in coverage transition management, delivering continuous, personalized support across each phase of employment, from onboarding through exits and retirement.

Coverage transitions are the only unmanaged stage of the employee lifecycle. COBRA makes the event compliant, but no one in the benefits ecosystem owns where the departing employee actually lands. That gap is costly: COBRA members generate 15x more $1M claims than active employees (Tokio Marine), and a COBRA employee is 300% more expensive than an active one (EBRI). When closes that gap without changing anything for active employees, carriers, COBRA administrators, or benefits teams.

"Employers are under relentless pressure to manage healthcare costs, yet career transitions are still too often treated as an afterthought,” said Josh Lipscomb, SVP of Total Rewards at Varsity Brands. “When brings a thoughtful, dignified approach to that pivotal moment. It is an essential solution every forward-thinking organization should have in its benefits toolkit. This kind of partnership also builds trust and credibility in a moment when most employees feel neglected."

What it means for employers and employees

Leaving a job is difficult enough on its own. Then a 20-page COBRA packet arrives in the mail, usually during one of the most stressful weeks of someone's career. Most people don’t realize other paths exist, such as  enrolling in a spouse's plan or shopping the ACA Marketplace. And they almost never have an easy way to compare those options directly against their COBRA plan, especially when it comes to keeping their doctors, covering their prescriptions, and protecting their monthly budget.

“COBRA is compliance, not a strategy,” said Andy Hamilton, co-founder and CEO of When. “Employers have built a plan for every stage of the employee lifecycle except the exit. With the full When suite, they can manage every coverage transition, from someone leaving in their first six months to someone retiring after thirty years, layoffs, and everything in between with one partner and without disrupting the people who stay.”

When™ never tries to talk anyone out of COBRA. For plenty of people, staying on COBRA is genuinely the right move. The goal is simply to make sure no one defaults to COBRA  because they didn’t know they had options and didn’t have anyone helping them with the math. An individual plan often turns out to be simpler, more affordable, and a far better fit when people can evaluate their choices side by side, supported by a licensed, non-commissioned agent to guide enrollment.

That decision matters to the employer, too. COBRA claims run through the group plan and into next year’s renewal, and part of that increase lands on the employees who stayed. Each person who would have stayed on the plan through COBRA but chooses alternative coverage takes their future claims, including the high-cost ones, with them. Nothing changes for active employees, the carrier, the COBRA administrator, or the benefits team. Employers can do right by the people who are leaving and take cost out of the plan at the same time.

“Every other cost lever an employer has touches the people who still work there: narrower networks, cost shifting, plan design changes,” said Brook West, Chief Revenue Officer of When. “This one operates entirely at the exit. It isn’t new budget. It’s money already leaving the building, and now employers and their brokers have one platform to manage all of it.”

The When suite

When Next: Decision support for individuals losing employer-sponsored coverage due to departures, layoffs, retirements, or reduced hours. Rather than leaving departing workers to sort through COBRA notices alone, When Next delivers a clear, side-by-side comparison of every plan they qualify for, including COBRA and individual market options. A licensed, non-commissioned agent assists through plan selection and enrollment. When Next does not displace or disrupt current employer plans, carrier relationships, COBRA administrators, and severance policies remain completely intact.

When Medicare: Proactive Medicare education and support starting at age 64½, well before employees feel the pressure to ask HR for help. Deciding whether to remain on group coverage, enroll in Medicare, or coordinate both is complex, and a missed deadline can trigger lifetime late-enrollment penalties. When Medicare provides clear education and one-on-one guidance from licensed, non-commissioned agents on a schedule set by the employer, and works alongside existing union agreements and retiree exchanges.

When CHOICE: A broker-aligned CHOICE (formerly known as ICHRA) solution distributed exclusively through brokers and resellers. Employers define a predictable contribution per employee, while When manages affordability testing, direct-to-carrier premium payments, and 1094/1095 compliance reporting. Employees select individual plans with personalized guidance from licensed, non-commissioned agents, giving employers cost control without annual renewal surprises.

When Contribution: A flexible funding model that allows employers to put financial support directly toward an employee’s chosen health plan. Because it works across multiple life events, employers can use it to make individual coverage affordable for departing team members or to create a financial bridge for early retirees until Medicare eligibility begins. Dollars move only when an active case opens, and all unused funds return directly to the employer.
